PNLL - Regular Draft
1. The “Alternate Method for Plan B” Player Selection Method for Existing Leagues will be used in ALL Divisions.
a. This also applies to the Junior and Senior divisions. It does not apply to the Minis divisions.
b. The draft will be “open” meaning managers may select players from either group (returning Major players or eligible newly registered players as they see fit. The draft will be closely monitored by the Player Agent to make sure that ALL returning Major players are drafted and ALL 12 year-old candidates are drafted (major division only) prior to the conclusion of the draft.
2. The order of the draft for ALL Division teams in the first round shall be determined by the draw. The order of the draft for each round thereafter shall be reverse of that followed in the immediately preceding round (i.e. the team with the first pick in round one, picks last in round two, and first again in round three, etc).
3. Subject to the limitations set forth in Item 6 below, player candidates may be “optioned” to the roster of a team for which they are otherwise eligible if any of the following conditions exist:
a. Sons/Daughters of Managers. The player(s) is the child(ren) of the team Manager only. This option must be submitted to the Player Agent night of the draft. (See Item 4 below for draft round)
b. Brothers/Sisters in the Draft. A Manager may submit a claim on brothers and /or sisters becoming candidates who are subject to draft. When the first brother or sister is drafted, that manager automatically has an option to draft the other brother/ sister on the next turn. If the manager does not exercise the option, the second sibling is then available to be drafted by any team.
4. Sons/Daughters of Managers options must be exercised prior to the close of the specific draft round depending on the League Age of sons and /or daughters. See the following table:

Manager options take priority over any other option. If the Manager so chooses, the options on sons or daughters may be waived.
5. No option on brothers/sisters may conflict at any time during the draft. If two different teams have option rights to the same child and cannot come to an agreement, the decision shall be made by the President and Player Agent.
6. For purposes of the sons/daughters of managers’ option, stepchildren and half-brothers/sisters shall be considered included in the terms of child(ren) and brother/sister.
LOSS OR TRADE OF PLAYERS
1. A player in the Little League Division that misses six (6) consecutive regular season games for any reason shall be removed from the roster of his or her current team. The Manager, through the Player Agent, shall fill that spot within three (3) days. No roster spots will be filled after two (2) weeks before that last regular season game.
2. When a replacement player is needed, due to legitimate reasons (i.e. family moving, serious illness or injury, etc.) the President shall obtain official release of the player from the Player Agent (this release shall be delivered to the parents of the player via certified letter). The Manager or Coach shall contact the Player Agent only and inform him/her of such a need. The Player Agent shall advise the President and the Board. The Player Agent will recommend a list of eligible replacement players, including current team and jersey numbers. The Manager/Coach may then discreetly observe player performance. The Manager/Coach shall inform the Player Agent of his preferences in priority order and all the Players Agent to contact candidates, parents and other Manager / Coaches as necessary to complete the transaction. Managers/Coaches in need of replacement players shall not contact players, parents or other team Managers/Coaches directly or indirectly. All dealings will be handled exclusively by the Player Agent.
3. If a Major league draft offer or replacement offer is declined by a Minor Division player or parent, the player must remain in the AAA Minor Division for the remainder of the regular season. If an AAA Division draft offer or replacement offer is declined by an AA eligible player or parent, the player must remain in the AA Division for the remainder of the regular season.
4. There shall be no player replacements allowed in the last two (2) weeks of the regular season OR if a team has less than five (5) games to play to complete the regular season.
5. Little League Major Replacements must come from the Little League AAA Minor (9-11) Division. Little League Minor (9-11) replacements must be eligible 8 or 9 year-olds from the AA Minor (8-10) Division.
6. Player trades between teams are discouraged, and only possible under the most extreme circumstances. All proposed trades, and the reasons to justify a trade, shall be communicated to the Player Agent, who shall be the only contact for all persons involved in the trade. No trade may be made unless all parties involved, including the Player Agent, are agreeable and the Board approves.
ALL-STAR AND TOURNAMENT TEAMS
1. If PNLL participates in an Interlock League (such as Petaluma 50/70), the bylaws of that entity would govern the selection of that All-Star team and would supersede any selection process noted in this document for that for that Division.
2. The following teams shall be selected from their respective leagues:
a. “All-Star “ Teams: 8, 9 & 10 Year-Old (Little League)
9, 10 & 11 Year-Old (Little League)
10,11&12 Year-Old (Little League Majors)
11-13 Year-Old (50/70 Division)
b. “Tournament” Teams: Little League Minor Division “All-Stars”
3. Since little League has set forth that All-Star teams can range in roster size from 12-14 players. The Board of Directors will meet before the All-Star balloting is released and decide on the roster size for each All-Star and Tournament roster. For Minor Divisions, the Board will decide on the number of tournament teams.
4. Major Division players, Managers, and Coaches shall anonymously vote for the roster for their top eight (8) picks of the 12 year old All-Star Team. Players, Managers, and Coaches are not allowed to vote for members of their own team.
Major Division managers and coaches shall anonymously vote for the first eight (8) of the 11-year-old All-Star roster.
If there are more than (14) - 10 Year Olds in the Major Division, the Major Division managers and coaches shall anonymously vote for the first eight (8) of the 10-year-old All-Star roster.
5. For each division conducting All-Star elections, an All-Star Committee composed of the President, League Vice-President, Division VP and Player Agent, and one representative of the board elected at a regular meeting, shall be established. Each committee will be responsible for overseeing the election process, collecting and tallying the ballots, and certifying the results to the Board.
6. For the 8, 9 & 10 Year – Old Little League All Star Team, if there are less than fifteen (15) 10 year olds in the Major Division, all shall be eligible for the team. The designated Manager shall select additional players (if necessary) from the AAA Minor League All-Star Team(s), to fill the 13 or 14-player roster. If there are more than 14 -10 year –olds in the Major Division, the Player Agent shall present a list of (8) players selected to the team, by vote of the managers and coaches, at a mandatory meeting of the Division Managers. Once the top 8 are presented, the Division Managers will each nominate five (5) players to be considered for the remaining five (5) spots. The names are to be read and counted from each of the lists and three (3) players in the order of most total votes received will become eligible for the team. Where more than one has an equal number of votes to qualify for the last position or positions, final selection shall be made by the designated All-Star manager. The designated All-Star Manager may then select two (2) additional team members from remaining eligible players after conferring with team coaches. The All-Star committee will oversee and certify that the process delineated in the by-laws was followed in selecting the All-Star team.
7. For the 9, 10 & 11-Year-Old Little League All Star Team, if there are less than (15) - 11 year olds in the Major Division, all shall be eligible for the team. If there are more than (14) - 11 year olds in the Major Division, the Player Agent shall present a list of (8) players selected to the team, by vote of the managers and coaches, at a mandatory meeting of the Division Managers. Each manager in the division will present a written list of five (5) that they would add to the roster. The names are to be read and counted from each of the lists and three (3) players in the order of most total votes received will become eligible for the team. Where more than one has an equal number of votes to qualify for the last position or positions, final selection shall be made by the designated All-Star manager. The designated All-Star Manager may then select two (2) additional team members from remaining eligible players after conferring with team coaches. The All-Star committee will oversee and certify that the process delineated in the by-laws was followed in selecting the All-Star team.
8. For the 10, 11 & 12 Year - Old Little League Major All-Star Team, the Player Agent shall present the list of eight (8) players selected to the team, by vote of the players, managers, and coaches, at a mandatory meeting of the Division Managers. Each manager in the division will present a written list of five (5) that they would add to the roster. The names are to be read and counted from each of the lists and three (3) players in the order of most total votes received will become eligible for the team. Where more than one has an equal number of votes to qualify for the last position or positions, final selection shall be made by the designated All-Star manager. The designated All-Star Manager may then select two (2) additional team members from remaining eligible players after conferring with team coaches. The All-Star committee will oversee and certify that the process delineated in the by-laws was followed in selecting the All-Star team.
9. The Manager and Coaches for each All-Star and Tournament Team shall be selected from the roster of eligible Mangers and Coaches. Eligible Coaches and Managers will be asked if they have interest in managing and or coaching PNLL All-Star or Tournament Teams in their eligible Division. Once candidates are determined, coaches and managers will vote for one manager and two coaches. In the event of a vote tie, there will be a run-off vote between tied candidates. The All-Star committee will oversee and certify that the process delineated in the by-laws was followed in selecting the All-Star team managers and coaches.
10. The Little League Minor Division Tournament team shall consist of twelve to fourteen (12-14) players, selected as follows: the player agent shall present a list of (10) players selected to the team, by vote of the managers and coaches at a mandatory meeting of Division Mangers Once the top 10 are presented, the Division Managers will each nominate one (1) player to be considered for the remaining two to four (2-4) spots. The tournament team Manager will decide on the remaining two to four (2-4) players from the designated list of eight (8) eligible players. The All-Star committee will oversee and certify that the process delineated in the by-laws was followed in selecting the Little League Minor Division Tournament team.
a. If two tournament teams are determined to be necessary by a vote of the board of directors, the process above will be utilized and the player agent shall present a list of (20) players selected to the teams, by vote of the managers and coaches, at a mandatory meeting of Division Mangers. Once the top 20 are presented, the Division Managers will each nominate two (2) players to be considered for the remaining four to eight (4-8) spots. The tournament team Managers will decide on the remaining four to eight (4-8) players for the finalized team rosters from the designated list of sixteen (16) eligible players.
11. Once the team is selected by the process listed above, each division will complete an “Alternate” list. This list will be recorded and agreed on by the selected All-Star or Tournament team managers and coaches. If a player cannot fulfill their obligation to participate, they will be replaced on the roster by an alternate. A player listed on the alternate list will be chosen by the Manager and will then be contacted and given the opportunity to become a member of the roster. If the first player chosen from the alternate list cannot commit, a second player from the alternate list will be contacted and so on and so forth. The players on the alternate list will not be communicated to the public and will remain a secret until they are eligible to be added to a roster.
